About me
Cailean Osborne is a PhD Candidate in Social Data Science at the University of Oxford and Researcher at the Linux Foundation. At the Linux Foundation, Cailean leads research projects on diverse OSS trends and policy topics. His PhD concerns the political economy of open source AI, and in his free time he is a contributor to scikit-learn and the OSI’s ‘Defining Open Source AI’ initiative. In 2023-2024, Cailean was a visiting researcher at Peking University’s Open Source Software Data Analytics Lab in Beijing, China. Previously, Cailean worked in AI policy at the U.K. Government and was a U.K. government delegate at the OECD’s Global Partnership on AI and the Council of Europe’s Committee on AI.
